Fileout "showNavBarCtl-sw" offers a proposed solution to the need expressed in this ticket.  Temporarily, until proper Sugar icons for show-full-screen/hide-full-screen are available, it reuses the 'private' sugar icon.

Please help test!  A click on the new icon at top-right-corner of screen shows/hides the rest of the nav-bar.

When loading a project, we could check to see if there is any content that impinges on the nav-bar-area at top of screen, and, if so, collapse the nav-bar down to that simple button at the top-right corner of the screen...
